The Special Tournament Card Packs are available through special tournaments in Jurassic World: The Game.

Special Tournaments work a little differently than normal tournaments. Instead of needing to place in the top 1% of players to earn a pack with the creature, the player only needs to place in the top 10-1%. The higher tier the card pack, the more likely it is to get two of the creature advertized.
Obtaining a card pack does not unlock the specified creature in the market.
